Workers Comp Class Code 5551 for Roofing

What Is Class Code 5551?

NCCI class code 5551 covers roofing operations including all types of roof installation, repair, and maintenance. It is one of the highest-rated class codes in workers compensation due to the inherent fall exposure, heavy lifting, and weather-related hazards. Base rates for 5551 vary by state but typically range from $15 to $40 per $100 of payroll, compared to $2 to $5 for office workers. In Texas, the rate is set by individual carriers but averages around $20 per $100 of payroll before experience modification and schedule credits are applied.

How Rates Are Calculated for Roofers

Your workers comp premium is calculated by multiplying your class code base rate by your payroll (per $100), then adjusting for your Experience Modification Rate (EMR) and any schedule credits or debits. For example, with a $20 base rate, $500,000 in payroll, and a 0.90 EMR, your manual premium would be $90,000 ($20 x 5,000 x 0.90). Schedule credits for safety programs, drug testing, or favorable loss history can reduce this further by 10% to 25%. Your actual premium is always subject to annual audit based on real payroll figures.

Reducing Your Experience Modification Rate

The EMR is your most powerful lever for controlling workers comp costs. It is calculated using three years of claim history (excluding the most recent year) compared to expected losses for your class code and payroll size. To reduce your EMR: implement rigorous safety programs that prevent claims entirely, use a return-to-work program that minimizes lost-time severity, report claims immediately to enable early intervention, and work with your carrier's loss control team. Reducing claim frequency matters more than severity in the EMR calculation because each claim is partially weighted regardless of size.

Split Classifications and Payroll Allocation

If your company performs work beyond roofing, you may qualify for split classifications that assign non-roofing payroll to lower-rated codes. Office staff should be coded 8810 (clerical), outside sales at 8742, and drivers who do not perform roofing work at applicable auto codes. However, NCCI rules are strict: any employee who performs any roofing work during the policy period has their entire payroll assigned to 5551. The exception is executive officers in some states who can elect exclusion. Proper payroll segregation requires detailed time records and clear job descriptions.

Audit Tips for Roofing Companies

Workers comp policies are audited annually to reconcile estimated payroll against actual payroll. Prepare by maintaining clean records of payroll by employee and classification, certificates of insurance from all subcontractors (uninsured subs get added to your payroll), and documentation of any overtime (only straight-time portion is auditable in most states). Have your bookkeeper separate payroll categories monthly rather than reconstructing at audit time. Challenge any auditor attempt to reclassify office or sales staff into 5551. If you disagree with audit results, you have the right to appeal through your state's workers comp authority.
